...In recent days there have been media attacks on Ford for failing to cut city spending as he said he would, with critics quibbling over the fact that after Ford won power in 2010, the city operating budget between 2011 and 2013 increased from $9.38 billion to a projected $9.43 billion this year, or $50 million over three years.
Compare that to the fact that during the first three years of Millers’s administration, from 2004 to 2006, spending increased by $1 billion (20 times $50 million), from $6.6 billion, to $7.6 billion.
During that period, Miller raised property taxes by 3% a year for a total hike of 9%, plus compounding over three years.
By comparison, Ford froze taxes in 2011, raised them by 2.5% in 2012 and 2% this year for a total of 4.5% plus compounding over three years, half the increase of the early Miller years.
Even if, with Ford now stripped of most of his mayoral powers, the city brings in a 2.5% property tax hike next year, raising the operating budget to $9.6 billion — which Ford says is too high — the difference from the Miller era will still be staggering...
