Possibly. Possibly not. The only conclusive thing that can be established by that article and video at Now Magazine is that the Slushie Girl tossed a drink in the direction of the mayor, then made a run for it afterwards.
There are two other conclusive things that can be determined - Rob Ford claimed he had been hit by the drink "That really hurt" is the direct quote, and told the police that when, in fact, video taken by his own film crew shows that to be a lie and his brother claimed the citric acid in the drink stung Rob's eyes.
No, you're wrong again. The video only establishes that Ford wasn't hit by the cup, but he could easily have been hit with some of the drink. If it was tea, there may well have been lemon in it, which would account for citric acid.
It's odd that you would obsess over this now, months later,
